If your have an existing iPhone that came from Rogers or Fido, most likely the unit is SIM-locked to the provider. In that case, you cannot simply put another provider's SIM card (Bell included) into the unit and expect it to work. Bypassing SIM-locks are beyond the scope of this forum, so I will not further elaborate on that topic.

I don't think Future Shop will sell you an iPhone without a contract. However, many of the wireless providers themselves will be happy to sell you an iPhone without a contract. It will be expensive though - for example, around $700 for a 32GB iPhone 3GS.

There is no point in avoiding Bell's "pay out price" for an iPhone as the "pay out price" is virtually the same everywhere you go. If you do get one from Futureshop, yes it will most likely be compatible with Bell's new network!
